Professor James Cox to testify before Senate Judiciary Committee

James Cox, Brainerd Currie Professor of Law, will testify before the Senate Judiciary Committee on September 26, as the Committee holds hearings on the issue of insider trading. The hearing begins at 9:30 a.m.

An expert in securities and corporate law, Cox suggests that the Committee needs to probe whether the surveillance efforts of securities and derivative markets' self regulatory organizations have kept pace with market and regulatory developments; he proposes further investigation to assess whether their market surveillance budgets, staffing levels, and computer technology are sufficient to detect illegal trades. Cox will also suggest to the Committee that greater transparency be imposed, at least to market regulators, of trading by professionals (investment bankers, attorneys, and bankers), of the type that regularly are involved in acquisitions, takeovers, and other market activities in which evidence suggests there is considerable insider trading.

Cox has been a member of the New York Stock Exchange Legal Advisory Committee and the National Association of Securities Dealers Legal Advisory Board. Among his many publications is Securities Regulations: Cases and Materials (5th ed 2006 with Langevoort and Hillman), which is used in approximately two-thirds of American law schools.
